These use classes are defined by law and include use classes such as A1 Shops, A3 Restaurants and cafés, B1 Business and C3 Dwellinghouses. Changes between uses normally require a planning application to be submitted to gain planning permission, however some changes are permitted without submitting a planning application. Changes within the same use class do not require planning permission for example the change of a book shop to a shoe shop, in addition there are certain changes between class that also do not need planning permission, such as a change from A3 Restaurants and cafés to A1 Shops. In all cases planning permission is required for a new shop front or certain alterations to existing shop fronts, such as installing security shutters. Furthermore, if you are thinking of altering a shop front that is part of a listed building, then you will also need listed building consent.
